SALARY: $33,280 – $38,480

GENERAL DESCRIPTION:
The Information and Referral Specialist/Medi-Cal Billing Administrator oversees the DCS headquarters front office lobby and provides back up support for data entry and billing for the Behavioral Health Department.

ESSENTIAL JOB FUNCTIONS:
Information and Referral:

  • Assures lobby is clean and ready for clients at start of business each day. Unlocks and locks office at start of business, during lunch and at the end of the day
  • Greets visitors, staff and the general public in a professional, courteous manner maintaining a warm, welcoming office and facility
  • Determines nature of business and directs visitors to the appropriate department or person
  • Receives calls through multi-line phones using voice systems and video phone. Takes messages and pulls messages from the voicemail to distribute to staff in an accurate and timely manner
  • Provides information and referrals upon request and where appropriate. Updates and maintains resource listings for referrals
  • Responds to agency emails in a timely and courteous manner
  • Facilitates counseling appointments according to established procedure. Maintains an access log of clients seeking services and their disposition
  • Inputs and prints service statistics on a weekly and/or monthly basis as required
  • Coordinates and supervises volunteer services, including the recruiting, training and coordinating of volunteers. Delegates duties to volunteers to ensure smooth operations
  • Distributes incoming mail and prepares outgoing mail daily. Drops off outgoing mail at the mailbox each day before pick up
  • Administers the lending library. Duties include processing the loan of books and DVDs, collecting deposits and overdue fines and communicating with borrowers who have not returned library materials. Forwards cash to Accounting department for deposit on a daily basis
  • Maintains inventory and orders office and cleaning supplies weekly or as needed
  • Assures that business machines are in regular working order. Calls for service as needed, requested by Administrative/ Executive Team. Maintains a contact list of vendors and repairmen
  • Operates holiday drives and/or events through coordination or by recruiting responsible volunteers
  • Ensures front desk coverage during any absences, either by confirming with reliable volunteers or scheduling with DCS staff
  • Manages various agency projects, both temporary and on-going
  • Assists with revision and replenishment of forms as needed

 
Billing

  • Provides back up and support for all administrative aspects of Medi-Cal/Medicare billing including insurance claims, data collection, data entry and data management
  • Provides back up support for the billing of Medi-Cal/Medicare Mental Health billing in the Cerner electronic billing system
  • Provides back up support, data entry and maintenance of the county required outcome measures
  • Provides back up support, data input and typing, including the typing of claims, correspondence and Medi-Cal/Medicare billing
  • Provides back up support to compile data for and complete weekly and monthly billing reports from Cerner
  • Assists with chart audits and QI activities as requested by the Behavioral Health Department
  • Maintains confidentiality and privacy standards of client protected health information and other information and materials in accordance with agency policies and applicable regulations and laws including HIPAA
  • Assists with the maintenance of on-site contract files

 
 
NON-ESSENTIAL JOB FUNCTIONS:

  • Maintains tidiness and overall appearance of agency including but not limited to front desk, reception, community room, supply area and break rooms
  • Maintains and updates community bulletin boards in lobby area
  • Performs other duties as assigned

 
 
EMPLOYMENT STANDARDS:
Education:

  • High School diploma or the equivalent
  • Some completed study in the area of business administration preferred

 
 
Experience/Knowledge:

  • A minimum of six months to one year of clerical experience
  • Experience working at a social services agency or in a behavioral health facility, preferred
  • American Sign Language fluency and ability to communicate with a wide variety of communication styles and levels
  • Understanding and/or familiarity with Deaf and Hard of Hearing people and American Deaf Culture
