Billy Allen

Deputy Director

Billy Allen has been in the human services industry professionally since 1992 serving all cross-disabilities. Born Deaf, he attended Orange Unified School District K thru 12 in a special needs setting (sign language was not favored during the 70s and 80s). Billy received numerous certifications during that time such as grant writing/reviewing. Billy went to Gallaudet as an “older adult or non-traditional student” where he completed his Bachelor’s Degree in Social Work, and then obtained a dual Master’s degree from Rutgers University in Social Work and Administration Policy & Planning in 2005. Billy was one of the first Deaf people in America to complete the ADA Coordinator Training Certification Program (ACTCP) and became part of the National ADA Coordinators Network. Billy has been a lifelong advocate/educator for the Deaf on a variety of laws & regulations for public and private entities with the goal of greater inclusion and compliance for everyone. Billy and his wife are both deaf. A family of four, with two young hearing boys who love to play in the water and enjoy dirt & street motorcycle riding.

Michelle Chambless

Accounting Manager

Michelle Chambless has worked in the accounting field since 2007. She started out as a staff accountant and was promoted to Regional Controller for a large commercial landscape company. After successfully managing the acquisition of a smaller company in the Orange County area, Michelle completed her bachelors degree in Accounting at University of Phoenix in 2012. Michelle discovered the Deaf community while at community college and took ASL as her foreign language. Michelle enjoys spending time with her husband and daughter, and is an avid disc golfer.

Lauren Gordon

Human Resources Manager

Lauren Gordon has worked in Human Resources and Operations for nearly 10 years both in large corporations and small non-profit organizations. She has had a passion for American Sign Language and working with the Deaf Community since high school where she started taking American Sign Language courses. Lauren went on to graduate from the Interpreter Training Program at Palomar College in 2006 and received her Bachelor’s Degree in Linguistics from San Diego State University in 2008. In addition to her work at DCS, Lauren and her husband own and manage a local pool service and repair business in North County San Diego. Lauren enjoys being active and spending time with her family and friends.
