MISSION STATEMENT

We advocate, educate and serve as partners within our community to achieve full access and inclusion of, by and for Deaf, Hard of Hearing, DeafBlind and Late Deafened people.

VISION STATEMENT

Advocate for the rights of full and equal access to ASL, Deaf Culture, English, education, employment and improving the quality of lives of the Deaf, Hard of Hearing, DeafBlind and Late Deafened individuals.

Educate the community of the unique communicative needs, abilities and accomplishments of the Deaf, Hard of Hearing, DeafBlind and Late Deafened children and adults.

Serve the diverse community of Deaf, Hard of Hearing, DeafBlind and Late Deafened individuals to live independently and productively.

DCS STRATEGIC GOALS – 3 YEAR PLAN

Goal #1

Strengthen the Youth & Family Services at DCS

OBJECTIVES:

• To establish a Youth & Family Services Coordinator position at DCS by June 30th, 2016

• All youth and family services would be under this umbrella to including but not
limited to: Literacy Camp, Mentorship Program, Educational Resource Center for
parents of Deaf and Hard of Hearing children and early intervention program for new
parents with infants who are Deaf or Hard of Hearing. This position will also be
responsible for supporting transitional age youth who are Deaf and Hard of Hearing
ages 18 to 22.

• E5- To reestablish an after school program, such as E5 program for Deaf & Hard of
Hearing children under 18 years old enrolled in San Diego public schools. This program
will provide after school programs, mentorship, and outreach. Goal for implementation,
Fall 2016.

• Establish Literacy Camp in Summer of 2016. Commit DCS funds annually to promote fiscal support by outside funders.

• To establish free ASL classes for parents and families of Deaf /Hard of Hearing children. Goal of implementation, Fall 2016

• Collaborate with community organizations to expand programs for children, teens and
families.

• Provide support groups for Kids of Deaf Adults (KODA’s) Siblings of Deaf Adults
(SODA’s) and parent of Deaf and Hard of Hearing children.

• Improve early hearing detection and intervention, and educational systems of Deaf and Hard of Hearing children from birth through secondary education.

Goal # 2

Make DCS More Deaf Centric

OBJECTIVES:

• Clarify DCS’s vision and to improve its image in the community.

• Improve relationships with the Deaf, Hard of Hearing, DeafBlind and Late Deafened
community at large as well as the Hearing community.

• Develop collaborations that will provide additional, mutually beneficial opportunities (i.e., collaborative funding, visibility/Public Relations, and volunteerism).

• Update bylaws for the future Executive Director.

• Provide educational opportunities and workshops for Deaf, Hard of Hearing, DeafBlind and Late Deafened people and the community.

• Introduce the concept of community accountability through including representatives in planning events and workshops.

• Improve Deaf Advisory Committee’s relationship with the Community and DCS.

Goal #3

Improve & Advance Advocacy at DCS by Creating a New Position and Providing more Advocacy Services.

OBJECTIVES:

• To establish a new position for DCS for advocacy of Deaf, Hard of Hearing, DeafBlind and Late Deafened by Spring 2018.

• The person hired will be responsible for legal support, medical support, and outreach support. Providing advocacy-related workshops and training to the Deaf and Hard of Hearing community will also be the person’s responsibility.

• Expand programs and services available for DeafBlind individuals i.e. Support Service
Providers (SSP).

• Increase health education, medical case management, and related services.

Maximize Our Messaging and Outreach to the Deaf, Hard of Hearing, DeafBlind and Late Deafened Community

OBJECTIVES:

• Update or develop media package including information sheets, best-practice recommendations, brochures, and other printed media.

• Maintain and update a comprehensive electronic community resource directory by December 2016.

• Identify areas of website improvement. Utilize Facebook and other social media. Create VLOGS with various talented signers.

• Partner with organizations that offer technological assistance/training. Add more computer and technology education for consumers and staff.

Goal #5

Develop Services and Programs for Senior Citizens of San Diego

OBJECTIVES:

• Perform a needs assessment to determine what the needs are for Deaf senior citizens by March 2017.

• Develop a stronger relationship with Deaf senior citizens by collaborating with them and expanding more programs and support by 2018.

• Develop a mentorship/volunteer program(s) for senior citizens and provide them with more opportunities to participate in media and outreach opportunities. Implementation by January 2017.
